Social Value Delivery Plan Review addressing the four mandatory checkpoints and referencing agreed commitments:

1. Do the current steps in the Agreed Social Value Delivery Plan remain optimal to deliver the Actual Social Value Commitment?

Review Findings:

The plan continues to follow PPN 002 and TOMs best practice—clear outcomes, specific KPIs, stakeholder engagement, and progress reporting at agreed intervals

However, recent supplier feedback and preliminary market engagement suggest the weighting of up‑skilling outcomes could better reflect supply‑chain capacity

Recommendation:

Continue core steps—maintain outcome‑based structure, KPI monitoring, stakeholder liaison, and six‑monthly performance reviews—but re‑balance deliverables within the Plan if new insights offer more feasible impact pathways.

2. Have changes in the nature of Services under the Call-Off contract altered delivery needs? Assessment:

Unless the scope of Services has changed materially—such as adding new activities, different service levels, or technological modifications—the existing Plan remains valid

If service delivery has shifted (e.g., remote vs on‑site, resource levels, or new geographical reach), commitments around community engagement, training, or local employment may need updating.

Recommendation:

Confirm recent changes in service scope. If any, revise the Plan to align delivery methods and scaled targets with the updated services.

3. Has the Authority proposed any reasonable amendments to the Plan requiring implementation? Review written communications, minutes, or feedback documentation since contract start.

Any Authority‑proposed changes—such as adding outcome types, adjusting KPIs, or tightening timelines— should be evaluated for reasonableness and potential cost/resource impacts .

Recommendation:

If proposals are realistic and aligned with policy, incorporate them via a documented Change Request or Variation. If unreasonable, prepare a formal response explaining why adjustments may require scope or budget changes.

4. Has new legislation occurred that makes Plan updates necessary? PPN 002 (from Feb 2025) requires at least 10% weighting to social value, use of Model Outcomes, and annual KPI reviews
